FIRE BOARD

FIRE BOARD MEMBERS

The Fire District is governed by a five member board elected by the registered voters of the District. Board members are elected to alternating four-year terms so there are at least two members elected every two years. The board establishes policy, sets tax rate and approves the annual budget. As a special district of the state, the Fire District must comply with all applicable Arizona Revised Statutes.

John Rowlinson

How many years have you been a resident?

16 years.

 

How have you seen the community grow since you first moved to Pinetop?

The growth has been most evident in residential areas. These have been primarily single-family units, and it seems like most have been in the past five years. Commercial growth has been in the form of a new business moving into existing vacant spaces. Most recently I have been aware of commercial areas improving the outward appearance of their businesses. There is also a more active municipal effort to grow the community within the current boundaries and beyond. Those efforts, as they occur will impact the fire districts need to provide service and assorted income and costs.

 

How long have you served on the board?

13 years.

 

What is your background?

I was a firefighter for 21 years serving in positions of Fire Marshal, firefighter/EMT, Line Captain, District Chief and Chief of the Department. I then spent 10 years with the Office of the Arizona State Fire Marshal, serving as an inspector, State Training Director, Assistant State Fire Marshal and retired in mid-2007 as the State Fire Marshal.

 

What are some of your key priorities as a board member?

• The number one priority is to provide a good working environment for all personnel, including pay and benefits commensurate with the area.

• Second is to ensure that all necessary equipment, supplies, and training are provided to assure the personnel are equipped to provide the best possible delivery of service expectations to our constituents.

• I, as board member, must maintain a posture of openness to the community and departmental needs while making decisions based on maintaining a sound fiscal policy.

 

What is one thing that stands out to you about the Pinetop Fire District?

The leadership and line personnel willingness to work as a team to grow the department in the services that we are providing as well as the high level of professionalism that is apparent from all personnel.

 

What is one thing you wish more members of the community knew about the district?

The challenges facing the fire service are constantly changing with the need to meet expanding public expectations from public servants. These include providing a higher level of on-scene medical services, to the effect of new products on everyday living that require changes in firefighting techniques, and a recognition that first responders are on call to assist our constituents when they need help the most.

I grew up here when there was a two-lane road going through town.

Four years.

 

What is your background?

Retired military.

 

What are some of your key priorities as a board member?

• Serve my community.

• Strive to help balance the budget.

 

What is one thing that stands out to you about the Pinetop Fire District?

I get a strong sense of pride from its members.

 

What is one thing you wish more members of the community knew about the district?

Through grants and other means of relieving the local taxpayer, Chief Morgan and his team have served their community with honor and integrity.
