The Fire District is governed by a five member board elected by the registered voters of the District. Board members are elected to alternating four-year terms so there are at least two members elected every two years. The board establishes policy, sets tax rate and approves the annual budget. As a special district of the state, the Fire District must comply with all applicable Arizona Revised Statutes.

How many years have you been a resident?
16 years.
How have you seen the community grow since you first moved to Pinetop?
The growth has been most evident in residential areas. These have been primarily single-family units, and it seems like most have been in the past five years. Commercial growth has been in the form of a new business moving into existing vacant spaces. Most recently I have been aware of commercial areas improving the outward appearance of their businesses. There is also a more active municipal effort to grow the community within the current boundaries and beyond. Those efforts, as they occur will impact the fire districts need to provide service and assorted income and costs.
How long have you served on the board?
13 years.
What is your background?
I was a firefighter for 21 years serving in positions of Fire Marshal, firefighter/EMT, Line Captain, District Chief and Chief of the Department. I then spent 10 years with the Office of the Arizona State Fire Marshal, serving as an inspector, State Training Director, Assistant State Fire Marshal and retired in mid-2007 as the State Fire Marshal.
What are some of your key priorities as a board member?
• The number one priority is to provide a good working environment for all personnel, including pay and benefits commensurate with the area.
• Second is to ensure that all necessary equipment, supplies, and training are provided to assure the personnel are equipped to provide the best possible delivery of service expectations to our constituents.
• I, as board member, must maintain a posture of openness to the community and departmental needs while making decisions based on maintaining a sound fiscal policy.
What is one thing that stands out to you about the Pinetop Fire District?
The leadership and line personnel willingness to work as a team to grow the department in the services that we are providing as well as the high level of professionalism that is apparent from all personnel.
What is one thing you wish more members of the community knew about the district?
The challenges facing the fire service are constantly changing with the need to meet expanding public expectations from public servants. These include providing a higher level of on-scene medical services, to the effect of new products on everyday living that require changes in firefighting techniques, and a recognition that first responders are on call to assist our constituents when they need help the most.

How have you seen the community grow since you first moved to Pinetop?
I grew up here when there was a two-lane road going through town.

What are some of your key priorities as a board member?
• Serve my community.
• Strive to help balance the budget.
What is one thing that stands out to you about the Pinetop Fire District?
I get a strong sense of pride from its members.
What is one thing you wish more members of the community knew about the district?
Through grants and other means of relieving the local taxpayer, Chief Morgan and his team have served their community with honor and integrity.

How have you seen the community grow since you first moved to Pinetop?
Although business has not seen much growth, residency has. In the past 2 years, there have been dozens of new homes built in my neighborhood alone with more to come. Tourism and Traffic continues to increase, and the winter months are busier than they have been in the past.
How long have you served on the board?
I was appointed to fill a vacant position in February of 2023…14 months.
What is your background?
Chief of Police (RET).

What are some of your key priorities as a board member?
• To ensure the best possible Public Safety Service to everyone that lives, works and plays in the district with absolute fiscal responsibility.
• To ensure the best possible compensation and benefits for all of our district personnel commensurate with the positions they hold.
• To ensure the best practices and policies throughout the District so all of our personnel are kept safe and go home to their families at the end of their shift.
• To ensure the District has the latest technology and state of the art equipment so all services can be performed in the most efficient manner.
What is one thing that stands out to you about the Pinetop Fire District?
Although small in size, the Pinetop Fire District rivals all of the major city fire departments in Service Provided, Management, Personnel, Training, Response Times and Equipment.
What is one thing you wish more members of the community knew about the district?
Public Safety is the foundation of living our best life every day. Feeling safe in our homes, our travel while we work and during our recreational time is imperative to our success in all of these areas; but it isn’t cheap. It comes with a hefty price tag and much needed support from all of us for its success.
How many years have you been a resident?
I moved here in 1986 – so 38 years.
How have you seen the community grow since you first moved to Pinetop?
I have been a full-time real estate broker since 1980. When I arrived here, the economy was still recovering from a long recession and interest rates of 18% to 19% for housing rates. There were probably only about 3 subdivisions on the Mountain, so the change has to be astronomical.
How long have you served on the board?
I never intended on having a position as an elected official on any board, let alone a fire board. But I was thrust into a terrible situation in 2011 that propelled me into running. I was part owner in the Burly Bear building with my daughter and her son and the store was torched 2 weeks before Christmas. It was a total loss. As I started to dig into what had transpired, I soon found out that the fire district was in a huge mess. I found out that fire hydrants had not been inspected in 5 years, there was a lack of decorum and professionalism in the leadership, financial things were going on that were from my viewpoint illegal. The district was almost insolvent, and a merger was pushed by other members of other fire districts. The only way I could see that changes could be made was to run for the board. Hence, I have served for 12 years and our district is one of the most well run in the state – and of course with the direction of Jim Morgan, our chief.
What is your background?
As previously mentioned, I have been a real estate broker for 44 years – 38 years which have been spent here on the Mountain. When I arrived, we never saw a home sell in Show Low for over $100,000 and there were probably only about 3 subdivisions for housing. We had one stoplight – in Show Low. I cannot even begin to tell you how many businesses, real estate companies etc. that I have seen come and go. I purchase the Realty Executive franchise in 1996 because I felt agents should be able to keep more of their income. I owned that company – which was #1 on the mountain for most of those years and sold my company in 2021. I was appointed by Governor Hull to the Advisory Board for the Department for Real Estate and still serve in that position. I have server for almost 13 years. I was one of a few other realtors in the state who have been responsible for drafting questions for the State agent and broker exams administered to those seeking their license. I serve for 9 years on the Board of Adjustments for Navajo County, 4 years as a council member for Town of Pinetop-Lakeside, past president of the Board of Realtors several times, Vice President of Region 3 for the Arizona Association of Realtors.
What are some of your key priorities as a board member?
• As previously stated, the district needed a complete overhaul and that has been accomplished. We are financially solvent, are respected in the community and working with the community to try to find cost savings for them.
• We have an active Wildland division – again thanks to Jim Morgan – we have consistently been working to create wise communities on the mountain which is a cost savings for homeowners insurance for residents in the district. This will also be integral in any potential fire risk that we may experience.
• My main priority would be to be sure that the successes we have achieved be continued into the future.
What is one thing that stands out to you about the Pinetop Fire District?
We have come so far since I was elected to the Board. We have been fortunate to have Board members who are dedicated to the community and for the leadership and dedication of all who serve. The vision and leadership of Jim Morgan has blessed this community beyond words. I am proud to have served.
What is one thing you wish more members of the community knew about the district?
The reality is that as long as people’s emergency calls are answered, they don’t take into account the dedication and highly trained individuals that answer those calls. I have seen such growth in those who serve the Pinetop Fire District. Their achievements are critical to the knowledge and expertise of the District. Creating a solvent organization and having the department run like a well-oiled machine has been a long time coming, and they all have made many sacrifices to achieve that. I can’t say enough about Jim Morgan’s leadership – he is respected and loved by everyone and the success and respect for the District is a testament to his leadership.
